Hi Dustin,
I'm not sure what the paper is worth to you but it might be more valuable if you bought a pound of powder or two, put the word out that you want to learn and see if someone with a measure will meet you to measure off the correct amount of powder for each tube.
135 tubes won't take very long either.

i will see into that...i always wanted to know how but the only time i was around people that could do it was at the events themselves...and we all know very well that open powder is not allowed!
