one of those things is tactical events, What is the best way to decide who dies? we have casulty cards, fall back rules, and refs that just dont seem to pay much attention....kevlar soldiers on both sides. and I ask this one question....

Whenever the Army had War Games, there were hundresds of neutral officers assigned as referies or observers. They were sort of the "Dungeon Masters" and would watch the troop movements and maneuvers then make a determination on casualties, captured or wounded. based on their humble opinion. Remember the first half of the "DIRTY DOZEN"
